Heat is the real design constraint for vinyl in South Lake Tahoe, not humidity. Subfloor Prep

The City's published 2025 code criteria require exterior footings to extend a minimum of 18 inches below finish grade, and give an assumed soil bearing capacity of 1,500 psf and Seismic Design Category D.

Regionally, crawl space use in Pacific-division construction has declined long-term and dropped sharply only in the past decade, against 89.9% slab in new 2024 builds — so raised floors turn up more often in South Lake Tahoe's 1950s, 1960s, and 1970s stock than in anything recent. Over a crawlspace the plank is still waterproof, but "waterproof floor" is not "waterproof house" — moisture coming up through an open crawlspace ends up in the subfloor and the framing regardless of what's on top.
