A slab carrying live heating tubing is not ordinary substrate: it cannot be drilled or cut to fasten anything, and its surface temperature varies in service. Outside the Eichler tracts the picture is mixed and unmeasured — 70.0% of Palo Alto housing predates 1980 and five city ZIP codes (94301, 94303, 94304, 94305, 94306) appear on the state's 2025 Earthquake Brace + Bolt list, a program limited to 'wood-framed, pre-1980 homes with a raised foundation,' so raised-foundation stock is present as well. No source publishes a citywide slab-versus-raised share.
