The station reports only between about 05:00 and 19:00, so no overnight figure exists for it. For contrast, NOAA's Comparative Climatic Data table gives Sacramento a July afternoon mean of 29%. Heat is the real design constraint for vinyl in Palo Alto, not humidity. With summer highs near 79°F, a floating LVP floor expands and contracts thermally, and direct sun through a large south- or west-facing window will drive a plank's surface temperature well past the room's air temperature. The city's adopted Eichler Neighborhood Design Guidelines (April 2, 2018) state that of the more than 11,000 homes Joseph Eichler built, 'some 2,700 were located in Palo Alto' — roughly 9% of the city's 29,241 housing units — across 31 named tracts built between 1949 and 1974. The guidelines describe the construction as a 'post and beam construction method, built on a concrete slab foundation,' with 'radiant heating embedded in the concrete slab flooring,' and warn that 'the original radiant heating system was placed within a home's concrete slab foundation and may be difficult to repair without highly invasive intervention.' A slab carrying live heating tubing is not ordinary substrate: it cannot be drilled or cut to fasten anything, and its surface temperature varies in service. Outside the Eichler tracts the picture is mixed and unmeasured — 70.0% of Palo Alto housing predates 1980 and five city ZIP codes (94301, 94303, 94304, 94305, 94306) appear on the state's 2025 Earthquake Brace + Bolt list, a program limited to 'wood-framed, pre-1980 homes with a raised foundation,' so raised-foundation stock is present as well. No source publishes a citywide slab-versus-raised share.

Over a crawlspace the plank is still waterproof, but "waterproof floor" is not "waterproof house" — moisture coming up through an open crawlspace ends up in the subfloor and the framing regardless of what's on top. We look underneath first. Where the subfloor has soft spots or movement, it gets fixed before anything floats over it.
