Fairgrove was rezoned 'R1e - Single Family Eichler' following a citywide architectural survey, so the boundary is a zoning line and can be checked against a parcel. At 220 homes out of 22,158 citywide units that is about 1% of the stock — a specific tract, not a citywide condition. Across the rest of the city, 63.8% of housing predates 1980 and ZIP 95014 appears on the state's 2025 Earthquake Brace + Bolt list, which covers only 'wood-framed, pre-1980 homes with a raised foundation.' No source publishes a citywide slab-versus-raised share.
Over a crawlspace the plank is still waterproof, but "waterproof floor" is not "waterproof house" — moisture coming up through an open crawlspace ends up in the subfloor and the framing regardless of what's on top.
