Conditions in Santa Rosa
Santa Rosa sits at about 180 feet in Sonoma County. Santa Rosa has a coastal, marine-influenced summer rather than a hot inland one. Pacific fog pushes through the Petaluma Wind Gap and up the Russian River corridor, so mornings are cool and often fogbound and very humid before burning off to warm, dry afternoons — a wide daily swing. No relative-humidity normal is published for the local station, but NCEI 1991–2020 hourly normals bracket the region's afternoon humidity from about 60% at coastal San Francisco down to about 28% at inland Sacramento, with Santa Rosa sitting near the marine end and the summer dew point holding in the low 50s°F across the whole air mass. For a wood floor that means a more moderate, humid summer than the valley — a higher interior humidity to acclimate the material to. Santa Rosa summers near 82°F matter during the install itself, not just afterward. Materials get acclimated in the house they're going into, adhesives and mortars have shorter working windows in the heat, and floating floors need the expansion space that a hot-weather install makes obvious and a cool-weather install lets you forget.
NOAA 1991-2020 normals record a January average low of 38.4°F and no measurable snowfall in any month. Winter conditions shift the same variables the other way — longer cure times, and floors installed at their contracted size that will grow once the house warms.
The station's warmest month is August (83.0°F average high) rather than July (81.6°F). Santa Rosa's marine influence narrows the seasonal humidity swing a new floor has to live through.
Subfloor and Foundation Work
The City's Building & Code Compliance Policy 2.5.6 requires a geotechnical investigation for additions, detached structures, and foundation replacement or repair whenever a foundation is designed assuming low expansive soil conditions or a soil bearing capacity above 1,500 psf — that is, expansive soil is the City's default presumption and a low-expansion assumption is what must be proven. A building inspector may also require a geotechnical investigation on inspection of the footing excavation. Separately, Santa Rosa ZIP codes 95401, 95403, 95404, 95405, 95407, and 95409 are eligible for California's Earthquake Brace + Bolt program, which the California Residential Mitigation Program states is 'only done on wood-framed, pre-1980 homes with a raised foundation' over a crawl space. Coffey Park sits on the flat Santa Rosa Plain; Fountaingrove is hillside terrain, and the City's rebuild permitting offered expedited hillside design review for it. The City does not publish a foundation-type breakdown of the post-fire rebuild.
Foundation type is the first thing that narrows the material list, and concrete narrows it hard. A slab rules out a nailed-down solid wood floor and puts the decision between engineered, vinyl plank, laminate, and tile — each of which handles concrete differently. We test the slab for moisture before recommending any of them, because the test result, not the budget, is what determines which methods are actually available.
A raised floor opens the material list back up — a sound wood subfloor accepts nail-down, glue-down, and floating installations alike. The condition of the crawlspace is what we check first, since a moisture problem underneath will eventually reach whatever we put on top.

- NWFA Wood Flooring Installation Guidelines define normal living conditions as 30-50% relative humidity at 60-80°F and direct that this range be maintained year-round.
- NOAA 1991-2020 normals for the Santa Rosa station record a July average high of 81.6°F against a July average low of 52.1°F — a diurnal swing of roughly 30°F.
